Not with a typical comment picker, no. Tools like TT Picker work from the comments on a TikTok post. They treat the comments as a numbered entry list, filter out duplicates and pick one at random.

Your follower list is not part of that. TikTok does not make your full list of followers available to outside tools in a way they can load as entries and draw from. The same goes for the list of people who liked a video. The short version is that those lists are not exposed through TikTok's public API in the first place.

The blog post Can You Pick a Winner from TikTok Likes or Followers? goes into more detail on the API limits, but the gist is that a tool cannot see who follows you or who liked a post. So any app that claims it can pick a random follower with one click is not being straight with you about where that list came from.

The reliable method: follow + comment entries

The way to still run a fair draw is to use TikTok's public comments as the entry pool. Make the entry action "follow and comment," then use a comment picker to draw the winner at random. Before you announce, check that the winning account actually follows you. If it doesn't, draw another.

Here's how to set it up:

1. Post your giveaway video with the rules. State the prize, how to enter, and when you'll draw the winner. Make the entry action "follow me and comment [KEYWORD]."
2. Repeat the call to action. Especially for a longer giveaway, repeat the entry steps every so often: "To enter, make sure you follow me, then comment [KEYWORD] down below."
3. Close entries at the time you gave. Edit the post to say "ENTRIES CLOSED" and/or post a video saying entries are closed as of [TIME].
4. Pick the winner with a comment picker. Use the post link, and set the picker to remove duplicate entries so each person has one chance.
5. Check the winner follows you. Go to the winner's profile and make sure they still follow you. If they don't, draw again until you get a winner that does. Screen-record this check as proof.

That's it. The picker handles the comment half of the entries and the random draw. You just confirm the follow half on the back end to make it official.

How to check the winner actually follows you

The confirmation step matters. The whole point of "follow and comment to enter" is that the prize goes to a follower. Skip the check and you can't really call it a follower giveaway.

To check:

1. Go to the winner's profile. Use the comment picker's copy feature or type their handle in the search bar.
2. Look for "Follows you" under their avatar and bio. If it's there, you have a winner.
3. If the line says "Follow," draw another comment and repeat. Keep going until you get an account that follows you.
4. Screenshot or screen-record the profile so you can show your audience the winner met both parts of the entry action.

Why redraw until you get a follower, rather than DM-ing the account and asking them to follow? Two reasons. One, you told people how to enter, and letting them do it a different way afterward is messy. Two, you need the winner to actually be on your follower list when you make the announcement. The cleanest way is just to draw again.

Picking from likes: what's possible

By the same logic, you cannot pick a winner from the likes on a post. TikTok does not send outside tools a list of the accounts that liked a video, so apps do not have a way to treat likes as numbered entries and draw from them.

The closest you can get is to use a comment picker that can filter comments based on whether that account liked the comment. But a comment like is not a like on the post itself. The TikTok giveaway rules also expect the entry method to be clear, so you still want the main entry action to be leaving a comment.

The one exception is a giveaway that uses TikTok's own LIVE Giveaway feature. That uses likes on the stream itself as entries, and it handles the random draw on TikTok's end. But the prizes can only come from TikTok Shop, and the rules are strict about no cash or gift cards. For anything else, stick to the method above.

Summary
